Frank D. Hickmon was born on January 27, 1934, to Henry James Hickmon, Sr. and Lettie B. Evans Hickmon. He was raised within a large extended family in Newton County, Mississippi, where faith, labor, and close kinship ties shaped daily life.

Frank Hickmon grew up in Newton County, Mississippi, during the era of segregation, when educational opportunities for African American children were limited. Military Service
Frank Hickmon enlisted in the United States Army on April 25, 1946. He served honorably for more than a decade and was discharged on July 10, 1958. His military service reflects the post–World War II pattern of African American men seeking stability, skills, and opportunity through enlistment.
Occupation & Church Life
After returning to civilian life, Frank worked primarily as a construction worker and carpenter, trades that required physical skill and steady labor. He was a devoted member of Union Grove Baptist Church in Union, Mississippi, maintaining strong ties to his home community even while living and working outside the state.
Marriage & Children
Frank was the father of two sons:
- Larry Blalock, of Union, Mississippi
- Bryan Blalock, of Harrisburg, Pennsylvania
He was also the proud grandfather of four grandchildren.
Later Years & Death
In his later years, Frank resided in Harrisburg, Pennsylvania, where he continued working in construction until declining health. He passed away on January 9, 1989, at the age of 54.
Funeral services were held on January 14, 1989, at Union Grove Baptist Church in Union, Mississippi, with Rev. Carl Smith officiating. He was laid to rest at Saint John M.B. Church Graveyard in Newton County, Mississippi.

At the time of his death, Frank was survived by:
- Two sons: Larry Blalock and Bryan Blalock
- Four sisters: Beverly Jackson, Candy Bailey, Stephanie Hickmon (all of Union, MS), and Lela Hollingsworth (North Carolina)
- Four brothers: Alexander Hickmon (Jackson, MS), Eddie Hickmon (Union, MS), Harry Hickmon (Germany), and Harvey Hickmon (Union, MS)
- Four grandchildren
